Rotor turns. It keeps turning. For a long time that's all it does, and the temptation is to assume you're missing a hidden catch somewhere.

You aren't. The rotation is the mechanism — the difficulty is that only a narrow band of positions does anything useful, and finding it by trial takes far longer than you'd expect from a puzzle with such an obvious motion.
